Mr. Steven Ray Locklear age 36 of Raeford, North Carolina was born on September 22, 1983 to the late Mr. Jerry Oxendine and Mrs. Annette Locklear in Cumberland County, North Carolina. He departed this life on February 24, 2020 at Southeastern Regional Medical Center, Lumberton, North Carolina. 

Steven loved his wife and family, he had a good heart, loved fishing and four wheelers.

He leaves to cherish his memories his wife Rachel Edwards Locklear of the home, his mother Annette Locklear of Raeford, North Carolina, two brothers Raymond Locklear and Shirley of Maxton, North Carolina, James Ray Oxendine and Telisha of Dundarrach, North Carolina, three sisters Heather Hernandez and Estalin of Columbia, South Carolina, April Locklear of Charlotte, North Carolina, Tammy Locklear of Raeford, North Carolina,  six nieces Santana Locklear, Selena Locklear, Gloria Hernandez, Selena Locklear, Olivia Oxendine, Breanna Oxendine, three nephews Joshua Hernandez, Robert Lowery, Thomas Lowery and a host of other relatives and friends.
