Rachel Billey, born December 10, 1959, transitioned to her heavenly home on March 1, 2026.
Rachel was a strong and independent woman whose home reflected her heart—the doors were always open to anyone in need of comfort, safety, or simply a place to belong. She was the anchor of her family; the steady presence everyone leaned on. She was often seen as the strong one, even during the times she quietly carried her own burdens.
With unwavering determination and love, she raised her three beautiful daughters on her own: Leah Lowery and Kesha Clark, and her beloved daughter, April Lynn Billey. She instilled in them strength, resilience, and compassion that will carry on for generations.
She also lovingly embraced her wonderful niece, Stephanie Chavis, and her nephew, Joseph Chavis, as her own. Her family was her greatest accomplishment and deepest joy.
Rachel shared a special and social bond with her favorite son-in-law, Joseph Clark, who brought her so much laughter and companionship. She was a proud and devoted grandmother to her beautiful granddaughter, Zena Clark, and her grandson, Jacobie Clark, who were lights in her life. She also leaves to cherish her memories two brothers, Danny Cartrette and Donny Cartrette, a sister, Doris Thompson.
In her final months, her health declined, but her spirit never wavered. With the same determination she was known for, she would still playfully grab you by the collar and remind you that she was in charge. That fighting spirit, along with her warm smile, will deeply be missed by all who knew and loved her.
She was preceded in death by her mother, Essie Mae Smiling; father, George Cartrette; and her daughter, April Lynn Billey.
Rachel's legacy lives on in the love she gave, the strength she modeled, and the family she held together. Though she has entered her heavenly home, her spirit will forever remain in the hearts of those who loved her.
