He departed this life on Friday, September 08, 2017 in Hoke County. In addition to his parents, he was preceded in death by one brother, Ricky Locklear, paternal grandparents, Luther Henderson and Blossie Bullard, maternal grandparents, James Hammonds and Lillie Mae Oxendine.

Mr Julius leaves to cherish his memory: his wife Sarah Locklear of Maxton, NC; one son Derrick Ian Locklear of Ashley Heights, NC; one stepson, Keith Miller and wife Robin of Laurinburg, NC; one daughter Echo McPhaul of Red Springs,NC; two stepdaughters, Amelia Miller of Laurinburg, NC; Ashley Miller of Fayetteville, NC; four brothers, James Locklear and wife Fannie of Red Springs,NC;  Mark Locklear of St. Pauls, NC; Neal Locklear and wife Virginia of Rennert, NC; Don Tyler of Raeford, NC; two sisters, Jeanette Locklear of St. Pauls, NC; Mandy Locklear and husband Phillip of Rennert, NC;  Step-father, Donald Pate, and mother-in-law Mrs. Doris Locklear, one grandchild, six step-grandchildren, and three step great grandchildren and a host of other relatives and friends.
