Sister Delphia Bullard finished her assignment on earth on January 25, 2026, at her home, 250 Nettie Dr. Shannon: she was ushered into her bridegroom's presence. Delphia was born June 16, 1945, to the late Nettie B. Locklear (Marvin) and Sam Oxendine, Sr. She is proceeded in death by her husband, Tracy Bullard, and her daughter, Diane Thomas.
Sister Delphia was a member of Faith Assembly since 1980 and engaged her gifts in women's ministry, child daycare, and prided herself in the cleaning of the church for at least 30 years. She was also a devoted servant to everyone she knew and loved: cooking cakes and sweet potato bread for anyone who requested one was her sheer joy. She served with gratitude and humility without expecting anything in return for her service. She was expecting, "my reward is in heaven."
She leaves her children to cherish her memories: Cheryl Bullard of Shannon, adopted daughter Susan Oxendine of Shannon; and her "Berry babies:" Gideon, U.S Navy, Joara, Kiah, and Abigail of the home. One granddaughter, Telisa Thomas. She also leaves her siblings Jannie Locklear (Robert), Sam Oxedine Jr. (Betty), Gladys Jones (James), Harvey Locklear (Dora), Horace Locklear (JoAnn), Martha Lewis all of Shannon, and Ruth Morgan (Steve) of St. Pauls, and a host of nieces, nephews, friends and church family.
